Andrée Blais focuses on delivering major public infrastructure projects through public-private partnerships (PPPs) and other alternative delivery methods.  She has helped advance major procurements in the U.S. as well as in Canada – a country with a well-established approach to PPP delivery.  She is particularly well-versed in structuring performance-based availability payment deals, as well as using PPPs to deliver social infrastructure projects.

Before joining Nossaman, Ms. Blais advised Canadian public sector owners on project development, delivery model selection, procurement, closing and contract administration.  She advised on procurement processes including development of RFQs, RFPs and project agreements.  Her previous roles included working with Alberta Justice, where she led the legal team advising the Province of Alberta on its first two availability payment social infrastructure PPP deals and helped advance major transportation projects and a water/wastewater facility through PPP models.

While in private practice in Canada, Ms. Blais frequently advised on trade agreement obligations as well as methods to manage and mitigate procurement risks associated with the laws of competitive bidding.  She also helped Saskatchewan public entity SaskBuilds develop its PPP program, including guidelines for assessing and selecting projects best suited for the method and engineering strategies and standards for PPP procurements.

Ms. Blais, who had the privilege of beginning her legal career as a law clerk to the Hon. Mr. Justice Frank Iacobucci of the Supreme Court of Canada, co-authored Nossaman’smodel social infrastructure PPP legislation.
