Throughout his 27-year career in public finance, Chris has helped U.S. state and local governments complete over 800 financings and raise over $375 billion for infrastructure and working capital needs. He has executed a wide variety of tax-exempt, taxable and private activity bond financing structures and techniques, including G.O. bonds, revenue bonds (water/sewer/power utility, airports and ports, toll roads, sales tax, tax allocation/increment, hotel tax), lease/COP financings, land secured development bonds, green bonds, TRANs, BANs, VRDOs, FRNs, CP, bridge loans, asset securitizations, interest rate swaps, options, forwards, BABs, QSCBs, RZEDBs, private placements, direct loans/purchases, and lines and letter of credit. In addition to leading Citi’s #1-ranked public finance practice in the Western U.S. since 2009, Chris is Citi’s senior West Coast municipal real estate finance specialist, and he has closed P3 financings for four hotel projects and numerous other government buildings, including Phase I of Orange County’s (CA) Civic Center Infrastructure Improvement Program in June 2017. Two of Chris’ financings have garnered “Deal of the Year” status from Governing magazine. He also served as Senior Banker for the San Diego Unified School District’s $485 million GO bond financing which was recognized by The Bond Buyer as its National Deal-of-the-Year in December 2016. He graduated with highest honors from UCLA with a degree in Economics/Business and is a Municipal Securities and General Securities Principal (Series 7, 24, 53 and 63).
