Samuel Franco

The Texas Facilities Commission has appointed Samuel Franco (pictured) director of the state’s Center for Alternative Finance and Procurement.

He had previously been an assistant project manager at Ferrovial Argoman US.

The center was established by legislation that Gov. Greg Abbot signed in June, 2015. The body will consult with governmental entities on best practices for the procurement and financing of P3s, and also assist in the review of proposals and the negotiation of interim and comprehensive agreements.

The law establishing the center complements 2011 legislation that allows cities and political subdivisions in the state to utilize P3s for vertical building, rail, water and infrastructure improvements.

Highway projects are excluded from the legislation, as the Texas Department of Transportation is responsible for those procurements.
