Stephen is a Managing Director in Ernst & Young Infrastructure Advisors, LLC, based in New York. Stephen is responsible for the team’s environmental infrastructure business, which includes advising the public and private sectors on infrastructure projects and programs in the water, sanitation and renewable energy sectors.
Stephen brings a rich international perspective to these sectors, having advised utility bidders and government entities for concession and DBFO projects in a range of jurisdictions. In the US, this experience includes working with bidders on water concession projects, advising the public sector on water relatedresilience projects in North Dakota and California. More widely, Stephen acted as lead and financial adviser to the Egyptian Ministry of Finance on its wastewater PPP program, and advised the City of St Petersburg in Russia on its first water PPP project. In sanitation, Stephen has advised on numerous waste management infrastructure projects across Europe. In energy, Stephen is advising a New York state entity procure a new cogeneration plant, as well as working with a number of Fortune 500 corporates in the development and execution of their renewable energy procurement strategies in the US and internationally. More widely, Stephen is advising the Moroccan government on the procurement of a number of large scale solar complexes through a P3 type structure.
Stephen holds a degree in Economics from Cambridge University and qualifications in accountancy and treasury management.
