Based in Los Angeles, Stuart leads Plenary Group’s Los Angeles Office and takes a leadership role in U.S. origination and business development activities.
Stuart has significant project finance and public-private partnership (P3) experience in the U.S., Canada and Australia. He has successfully led bidding consortia under a variety of risk allocation approaches including toll concession and availability payment models in both the social infrastructure and transportation sectors. Stuart’s resume of successful P3 pursuits in the U.S. includes the Long Beach Court House (California), Presidio Parkway (California), Port of Miami Tunnel (Florida) and SH183 (Texas) projects.
Stuart holds a Bachelor of Arts/Law from University of Queensland (Australia), Grad Diploma in Applied Finance & Investment from the Securities Institute of Australia, and Masters of Business Administration from INSEAD (France).
